Bylaws of Korea Internet Governance Alliance(amended 18th April 2013)

Chapter 1 General provisions
Article 1 (Title) This organization is called Korea Internet Governance Alliance (henceforth KIGA).
Article 2 (Purpose) This provision aims at deciding necessary matters of organizing and operating KIGA which tries to enhance international competitiveness with understanding trends of internet governance, policy research, raising and supporting civilian experts.
Article 3 (Terms) “Internet governance” means a policy-making process. The various internet issues are dealt harmoniously by the government and the private sectors which have cooperative relationship.
Article 4 (Function) The alliance conducts followings.
  • 1. Sharing information of trends related to internet governance and discussing main pending issues
  • 2. Policy researches related to internet governance and suggesting to the government
  • 3. Supporting international activities of civilian experts related to internet
  • 4. Other main issues related to internet governance
Article 5 (Organization) KIGA consists of a steering committee, subcommittees and a secretariat. There could be a regular operation organization and other organizations which organization and scope of activities are decided by the steering committee.
Article 6 (Chairperson of KIGA)
  • ① The chairperson of KIGA represents KIGA and generalizes affairs.
  • ② The chairperson is elected by the steering committee from among its members.
  • ③ The term of the chairperson is same as the term of a member of the steering committee. The chairperson can serve consecutive terms.
Chapter 2 Steering committee
Article 7 (Steering committee)
  • ① KIGA organizes a steering committee which deals with operation of KIGA in general.
  • ② The steering committee deliberates and decides followings.

    1. Matters of main policies related to operating KIGA and enactment and amendment of operation provision

    2. Matters of establishing subcommittee and duties of subcommittees

    3. Matters of internet governance system

    4. Other matters deemed necessary the chairperson

  • ③ About 20 members of steering committee including the chairperson compose the steering committee. The chairperson of KIGA is head of the committee.
  • ④ Members of steering committee consist of experts from government, academia and industry. One person in charge of Ministry of Future, ICT and Future Planning and head of each subcommittee are an ex officio member.
  • ⑤ The chairperson of KIGA appoints members of the steering committee by going through decision of the steering committee.
Article 8 (Term of a member of the steering committee)
  • ① The term of a member of the steering committee is one year. The member of the steering committee can serve consecutive terms.
  • ② An ex officio member serves during his/her term of office.
  • ③ The term of an appointed member in the middle is remaining period of existing steering committee.
  • ④ If new members of the steering committee are not elected and the term of existing members of the steering committee expire, the existing members of the steering committee serve until new members of the steering committee are elected.
Article 9 (Administration of the steering committee)
  • ① The head of the steering committee generalizes affairs.
  • ② If the head of the steering committee does not perform his/ her duties, the predesignated member of the steering committee by the head of the steering committee does act as proxy.
  • ③ The assistant administrator supports activities of the steering committee and manages business. A team leader of Korea Internet & Security Agency is in charge of it.
Article 10 (Meeting of the steering committee)
  • ① The regular meeting is held in first half and second half of year. The head of the steering committee can call a special meeting whenever necessary.
  • ② The head of the steering committee calls a meeting and is in the chair.
  • ③ In case of calling a meeting, date, place and agenda of the meeting should be noticed to each member of the steering committee five days before the meeting. In case of a matter of great emergency and compelling circumstances it can be noticed a day before the meeting.
  • ④ The meeting is assembled when a majority of the current members are present. The agenda is passed by a majority of those in attendance.
  • ⑤ If the agenda is minor and the meeting cannot be called, a documentary meeting can be called.
  • ⑥ Committee deems necessary to perform the tasks related to the case may request the submission of expert opinion.
Article 11 (Minutes)
  • ① The assistant administrator writes and keeps minutes which include followings.

    1. Date and place of the meeting

    2. Agenda of the meeting

    3. List of members of the steering committee in attendance

    4. Contents of the meeting

    5. Other matters approved by the steering committee

  • ② The minutes which are written according to above mentioned clause 1 should be reported to next meeting of the steering committee by the assistant administrator.
Article 12 (Allowance) The allowance within the limit of the budget can be given to related expert who attends the meeting of the steering committee except government employee.
Chapter 3 Subcommittee
Article 13 (Subcommittee)
  • ① KIGA has subcommittees by detailed field. Subcommittees are deliberated and decided by the steering committee.
  • ② The subcommittee performs followings:

    1. Discussion and research on main pending issues of related matters

    2. Writing a research paper and brining in to the steering committee

    3. Other related matters of subcommittee

  • ③ About 20 members of subcommittee including the head compose the subcommittee. The head is elected by the subcommittee from among its members.
  • ④ Members of the subcommittee consist of experts from government, academia and industry.
  • ⑤ The head of the subcommittee appoints members of the subcommittee by going through decision of the subcommittee.
Article 14 (Function of the subcommittee)
  • ① The head of the subcommittee generalizes affairs related to the subcommittee.
  • ② If the head of the subcommittee does not perform his/her duties, the predesignated member of the subcommittee by the head the subcommittee does act as proxy.
  • ③ The assistant administrator appointed by the head of the subcommittee manages business of the subcommittee.
  • ④ The assistant administrator submits plan of holding a meeting, agenda and meeting result to the secretariat.
Article 15 (Application) Other related matters of the subcommittee such as term of the member, meeting, minutes and allowance apply rules of the steering committee.
Chapter 4 Secretariat
Article 16 (Secretariat)
  • ① KIGA places the secretariat in Korea Internet & Security Agency in order to support activities of KIGA.
  • ② The secretariat performs followings duties.

    1. Collecting matters of deliberation and decision and bringing in items.

    2. Collecting such report items as working plan and research result of each subcommittee and reporting to the steering committee

    3. Other administrative tasks necessary for the operation of KIGA

Supplementary provision

The present provision shall come into force as from the day of its approval by the steering committee.

Supplementary provision (18th April 2013)
Article 1 (Enforcement date) The present provision shall come into force as from the day of its approval by the steering committee.
Article 2 (Interim measures)
  • ① The first head of the steering committee performs his/her duties until the chairperson of KIGA is elected according to amended rule of article 6.
  • ② As of enforcement date the term of chairperson of KIGA and members of the steering committees is until 16th April 2014.
